I doubt very much that the official release comes with any kind of subtitles.
As for fansubs that would be a tad early given the fact that it hasn't even been released :)

Someone translated Noshou Sakuretsu Girl from Chinese sub before (using nothing but google translate). It wasn't exactly accurate but you can understand 80% of the movie.
I hope they do the same thing with this one.
